>> Following the landmark Supreme Court judgment in April 2014 recognising ‘transgender’ as third gender, the Delhi government has decided to introduce the ‘transgender’ category in forms for registration of birth and death certificates.
>> Lok Sabha has passed the much awaited Compensatory Afforestation Fund (CAF) Bill, 2015. The Bill aims to ensure expeditious utilization of accumulated unspent amounts (~Rs 40,000 crore) for increasing forest cover in India.
- The Bill establishes the National Compensatory Afforestation Fund under the Public Account of India, and a State Compensatory Afforestation Fund under the Public Account of each state.
- The National Fund will receive 10% of the funds, and the State Funds will receive the remaining 90% from payments for these three.
- These Funds will receive payments for: (i) compensatory afforestation; (ii) net present value of forest (NPV); and (iii) other project specific payments.
>> In a major relief to the hospitality industry, the Supreme Court has held that tips do not constitute salary, paid by customers to staff for availing services in restaurants and therefore, the employer is not liable to deduct tax at source(TDS) on such payments under income-tax laws. However, the court observed that such tips at the hands of employees would be chargeable as “income from other sources”.
>> The Supreme Court Collegium headed by Chief Justice of India T S Thakur, has recommended the elevation of Justice A M Khanwilkar of the Madhya Pradesh High Court, Justice D Y Chandrachud of the Allahabad High Court and Justice Ashok Bhushan of the Kerala High Court to the Supreme court. The Collegium has also recommended senior lawyer and former Additional Solicitor General L Nageshwar Rao for appointment as a Supreme Court judge.
>> Supreme Court has directed Gujarat government to provide compensation of three lakh rupees each to the families of 238 workers who died of silicosis. These workers had been working in the quartz industries in Dahod and Khambat areas in the state.

>> The United Nations Refugee Agency, UNHCR, has called for immediate transfer of refugees and asylum seekers out of the Australian-run detention camps on both Manus Island and Nauru. The current policy of offshore processing and prolonged detention of refugees is immensely harmful.

>> At the ADB annual meet in Germany’s Frankfurt, calling for reforms in the processes of Asian Development Bank (ADB), Finance Minister Arun Jaitley sought to make it bigger and better to support growth in the region. India has increased its contribution to 40 million dollars for Asian Development Fund (ADF) as part of the country’s commitment to poverty alleviation in the region.
>> The International Monetary Fund in its Regional Economic Outlook has said Asia’s economies are still set to underpin world economic growth, despite being dragged by a slowdown in China. IMF said the Asia Pacific region is expected to grow at a strong 5.3 per cent this year, accounting for nearly 2/3rds of global growth.
>> Anil Ambani-led Reliance Power has received in-principle approval from the Bangladesh government for the first phase of a 3,000 MW Liquefied Natural Gas (LNG)-based power plant in the country.
