☀ Dismissing a batch of petitions, the Supreme Court has upheld the law on criminal defamation. It observed, “Sections 499 and 500 of the Indian Penal Code make defamation a criminal offence under a constitutionally valid law. A person’s right to freedom of speech has to be balanced with the other person’s right to reputation and therefore the two Sections are necessary.”

☀ Calling public servants a “different class”, the Supreme Court has upheld the validity of a provision in the Cr.PC allowing them to file a complaint in a sessions court through a public prosecutor for alleged defamatory comments on their official acts. It also dismissed the contention that the classification enumerated in this provision has no rationale and does not bear constitutional scrutiny.

  • This provision makes it clear that a public servant is entitled to file a complaint through the public prosecutor in respect of his conduct in discharge of public functions.
  • Public functions stand on a different footing.
  • The provision gives them protection for their official acts.
  • There cannot be defamatory attacks on them because of discharge of their due functions. In that sense, they constitute a different class.
  • Also, one is bound to tolerate criticism, dissent and discordance but not expected to tolerate defamatory attack.

☀ The Haryana government has notified the Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions) Act, 2016. The backward classes in the state will now receive reservation in services and educational institutions under the Act.

☀ The Spice Board of India is going to set up the country’s first spice museum in Kochi to let travellers know about the history and evolution of the Indian spice industry. The museum will display over 30 raw spices and culinary herbs.

☀Former ISRO Chairman UR Rao will become the first Indian to be inducted into the ‘International Astronautical Federation (IAF) Hall of Fame‘. He will receive it during the 67th International Astronautical Congress in September 2016, for his outstanding contribution to the progress of astronautics within the framework of the IAF activities.

☀ Justice Naveen Sinha has been sworn-in as the Chief Justice of Rajasthan High Court.

☀ 30 year-old Siamese cat Scooter, who is from Texas, has set the Guinness World Record for being the new ‘Oldest living Cat’.

☀ India has signed a historic Project Collaboration Agreement (PCA) with World Health Organisation (WHO) for cooperation in promoting traditional medicine. 

  • The agreement is called ‘Co-operation on promoting the quality, safety and effectiveness of service provision in traditional and complementary medicine between WHO and AYUSH, India, 2016-2020
  • It aims to support WHO in the development and implementation of the ‘WHO Traditional and Complementary Medicine Strategy: 2014-2023‘.
  • It will also contribute to the global promotion of traditional Indian systems of medicine.

☀ Germany is planning to spend around $106 billion  in costs related to the refugee crisis by 2020.

☀ Venezuelan President Nicolas Maduro has declared a state of emergency for 60 days in the country, citing internal threats and a United States plot to topple his government.

☀ Indian vessel MT Distya Ameya, which was detained by the United Nations for carrying disputed Libyan oil, has been freed after the U.N. lifted its sanctions on the vessel. The tanker was blacklisted by the U.N. on April 26 when it sailed from the Al-Herega port in Libya. It was charged that the vessel violated the sanctions of the U.N. as the interim Government of Libya is not recognised by the UN. Following the instructions of the DG Shipping, the vessel sailed back to Libya and discharged its entire oil cargo.

☀ The four-month compliance window for declaring domestic black money by paying 45% tax and penalty will open on June 1. Those opting to disclose their black money will not be subjected to scrutiny and enquiry by the tax department. Declarations under the Income Declaration Scheme 2016 can be made till September 30 and payments must be made by November 30.

☀ The Centre has allowed central government employees to withdraw advance money under the Leave Travel Concession (LTC) 125 days ahead of the commencement of journey from the earlier 65 days, in case of travel by train. Since the advance reservation period for booking in trains was previously increased from 60 to 120 days.
