☀ The Centre has constituted a 5 Member Committee to comprehensively review and give recommendations on the Fiscal Responsibility and Budget Management (FRBM) roadmap for the future.

  • This Committee will be headed by N.K. Singh, former Revenue and Expenditure Secretary.
  • Other members are – Sumit Bose, Dr. Arvind Subramanian, Urijit Patel and Rathin Ro.
  • It will examine the need and feasibility of having a ‘fiscal deficit range’ as the target, to replace existing fixed percentage of GDP.
  • It will also examine the need and feasibility of aligning the fiscal expansion/contraction with credit contraction/expansion respectively in the economy.
  • It is mandated to submit its report by 31st of October.
  • Background: Finance Minister Arun Jaitley had made an announcement to set up the Committee in his Budget speech for 2016-17.

☀ In an interview to a Chinese T.V. ahead of his visit to China, Mr. Pranab Mukherjee said that there should be all out fight against terrorism. He took the stand that every country should have a zero tolerance policy towards terrorism.

☀ The archaeologists have found an ancient Buddhist site at Amaravati, Andhra Pradesh. Three mounds studded with brickbats and pottery in red colour are found. They have huge fragments of terracotta and brick tiles used to cover chaityas and viharas.

  • The bricks, used in the construction of stupas and viharas, belonged to the Satavahana era (1st Century B.C.).
  • These remains show that Buddhism existed from 1st BC to 5th Century AD, but later the region came under the influence of Saivism, and under Vaishnavites between the 13th and 17th centuries AD.

☀ The Centre has urged drought-hit state governments to periodically review water shortage and prepare action plans on weekly basis. State plans should specifically aim to tackle challenges like

  • shortage or scarcity of drinking water,
  • construction of farm ponds,
  • adoption of micro irrigation projects and
  • diversification to crops using less water.

  • The trial of the surface-to-surface missile.
  • With a strike range of 350 km.
  • The Prithvi-II is capable of carrying 500 kg to 1,000 kg of warheads.
  • It is thrusted by liquid propulsion twin engines.
  • It uses advanced inertial guidance system with a manoeuvring trajectory to hit its target.

☀ The Supreme Court has declared land a “scarce natural resource” and forbidden the government from compulsory land acquisition to strip poor farmers of their livelihood only to transfer such land to private builders to feed their business interests. These observations came during a landmark ruling which quashed the transfer of 280 acres of land acquired by Haryana government from farmers in Rohtak to a private builder in 2006 for developing a residential colony.

☀ In Uttarakhand, all the nine Congress rebel MLAs including former Chief Minister Vijay Bahuguna have joined the BJP.

☀ The May 16 marked the 100 years since the signing of the Sykes-Picot Agreement.Also known as the Asia Minor agreement.

  • It was a secret Anglo-French pact reached during the First World War
  • It proposed splitting the Middle East into zones of foreign control.
  • The Sykes-Picot defined the borders of the modern states of Syria and Iraq.
  • It handed Syria over to the French and Iraq over to the UK.
  • This agreement was concluded in secret partly because it represented a betrayal of promises the British government had already made to the sharif of Mecca. The Arab leadership was promised complete independence following the war, in exchange for supporting the allies against the Ottomans.
  • In present day scenario too, the impact of the agreement is still being felt.
  • The Islamic State militant group made elimination of the borders defined by Sykes-Picot a crucial part of its propaganda recently.

☀ Apple Inc CEO Tim Cook is in India. It is Mr. Cook’s first visit which assumes significance as Apple has reported its first quarterly drop in global iPhone sales last month, while its India revenues grew by 56 per cent. Coinciding with the visit, the company announced an iOS mobile app design centre in Bengaluru, intended to support and accelerate the growth of Apple’s developer community in the country.

☀ According to the recently released Monster Salary Index, there exists a gender pay gap of 27% in India. Where men earned a median gross hourly salary of Rs 288.68, women earned only a median gross salary of Rs 207.85 per hour. According to the report, reasons behind gender pay gap could be –

  • the preference for male employees over female employees,
  • preference for promotion of male employees to supervisory positions and
  • career breaks of women due to parenthood duties and other socio-cultural factors.
