National Important Current Affairs – 27 February 2018
■ The Delhi HC has held that denying health insurance for genetic conditions is “discriminatory and violative” of a citizen’s right to health as recognised under Article 21 of the constitution and hence, “unconstitutional”. According to the Delhi high court judgement the Insurance Regulatory and Development Authority of India (IRDAI) needs to re-look at the exclusionary clauses in insurance contracts and ensure that insurers don’t reject claims on the basis of exclusions relating to genetic disorder.
This judgement was passed in favour of an insured whose claim was rejected on grounds that it was due to a genetic disorder and was not payable by the insurer.The judgement will bring more underwriting discipline among insurers
■ The Walled City of Ahmedabad celebrated its 607 foundation anniversary on February 26. On this day in 1411 AD, the city was founded by Sultan Ahmed Shah on the banks of the river Sabarmati. At present, the city is a host to a population of 3.75 to 4 lakh. With the World Heritage City status, the city’s living heritage — the 600 odd “pols” or neighbourhoods with clusters of centuries-old residences will get a spotlight.
■ Union Minister of Drinking Water and Sanitation, Uma Bharti, has launched the Swajal pilot project at Village Bhikampura, Karauli, Rajasthan. The project aims at ensuring the availability of clean drinking water to every household around the year, as well as also generate employment.
Project Swajal is a community-owned drinking water programme for sustained drinking water supply. Under the scheme, 90% of the project cost will be taken care by the Government and the remaining 10% of the project cost will be contributed by the community. The Operations and management of the project will be done by the local villagers.
■ The High-Level Committee for Central Assistance, chaired by the Home Minister Rajnath Singh has approved financial assistance for Flood relief to following states affected by Flooding last year.
- Assistance of 1711 crore rupees for Bihar which was affected by floods last year.
- Assistance of 1055 crore rupees for Gujarat.
- 838 crore rupees have been sanctioned for West Bengal.
- 420 crore rupees each have been sanctioned for Rajasthan and Uttar Pradesh.
- Affected by cyclone Ockhi, Tamil Nadu will receive 133 crore rupees
- Also affected by cyclone Ockhi, Kerala will receive 169 crore rupees.
- Madhya Pradesh and Chhattisgarh will get 836 crore and 396 crore rupees, they were affected by the kharif drought last year.
■ The Andaman & Nicobar Command will host the multinational mega event MILAN 2018, a congregation of littoral navies. It is conducted biennially by Indian Navy at the Andaman and Nicobar Islands, under the aegis of the Andaman and Nicobar Command. The Theme for this year is: ‘Friendship Across the Seas’.
MILAN 2018 aims to foster co-operation through naval exercises and professional interactions. MILAN also provides an opportunity to the participating navies to come together in a spirit of collaboration and mutual understanding to nurture stronger ties.
■ The Assam government will observe September 22 as ‘Rhino Day’ to generate public awareness on protection of the one-horned pachyderm. This was officially declared at the 10th meeting of the State Board for Wildlife, which was chaired by Chief Minister Sarbananda Sonowal.
The Rhino day will be exclusively dedicated to the approximately 2,500 rhino population in the state would be a tribute to the rhinoceros, who are threatened by poaching.
International Current Affairs Capsule – 27 February 2018
■ The 20th Conference of Commonwealth Education Ministers is being held at Fiji. It is a high-level meeting that brings together education Ministers from the 52 Commonwealth countries to discuss key issues on education. The theme for 20 CCEM is “Sustainability and Resilience: Can Education Deliver? ” This 2018 conference is the first Conference of Commonwealth Education Ministers (CCEM) since the global community adopted the 2030 agenda for sustainable development. The meeting will give education ministers the opportunity to agree on effective strategies to help individual countries achieve Sustainable Development Goal (SDG) 4 – inclusive and quality education for all.
About the CCEM:
The Commonwealth education conference has been taking place every three years since 1959, when the first meeting was held in Oxford. It is the second largest meeting organised by the Commonwealth Secretariat after the Commonwealth Heads of Government Meeting (CHOGM). Kenya will host the 21st Commonwealth Conference of Education Ministers in 2021. While Bahamas hosted the 19th Conference.
■ China has been elected as the vice-president of the Financial Action Task Force (FATF) at the plenary meeting in Paris.
About the FATF:
The FATF was set up in 1989 with the primary goal of setting standards to combat money laundering, but in 2001 its mandate was expanded to include countering terror financing. It can take action such as financial restrictions against any country.
In its plenary meeting, the FATF placed Pakistan under “grey list” to monitoring in its International Cooperation Review Group until June 2018 for compliance of Anti-Money Laundering and Combating Finance of Terrorism regulations. It also gave Islamabad time till June 2018 to prepare an action plan against terror groups operating from Pakistan.
Economics Today’s Current Affair Capsule – 27 February 2018
■ The Aditya Birla Idea Payments Bank Ltd (ABIPBL) has become the 5th entity to begin operations as a payments bank. The ABIPBL is a joint venture between Aditya Birla Nuvo Ltd (51%) and Ideal Cellular (49%). The other payments banks that have started operations include Airtel Payments Bank Ltd, India Post Payments Bank Ltd, Paytm Payments Bank Ltd and Fino Payments Bank Ltd.
The Reserve Bank of India (RBI) has issued a licence to the bank under Section 22 (1) of the Banking Regulation Act, 1949 to carry on the business of payments bank in India.
Sports Current Affairs – 27 February 2018
■ India has finished their engagements at the 69th Strandja Memorial Boxing Tournament in Bulgaria with their best ever performance. At Sofia, India wrapped up with a whopping 11 medals – five from men and six from women boxers. Overall, the Indian contingent clinched two gold, three silver and six bronze medals.
■ TSR Subramanian, the former Cabinet secretary of India, has passed away at 79 years of age. He served as the cabinet secretary from 1996 to 1998. He was a 1961 batch IAS officer from Uttar Pradesh Cadre. He also wrote several books on India and governance such as “India at Turning Point: The Road to Good Governance”, “GovernMint In India: An Inside View” and “Journeys Through Babudom and Netaland: Governance in India”.
Note that: Subramanian was part of a group of bureaucrats that filed a PIL seeking directions from the Supreme Court for insulating bureaucracy from political interference following which the Supreme Court rolled out key civil services reforms in 2013.
