Union Minister of Railways and Coal Piyush Goyal has launched the App. The full form of ‘UTTAM’ here is abbreviated as ‘Unlocking Transparency by Third Party Assessment of Mined Coal’ (uttam.coalindia.in).
UTTAM is an Example of Leveraging Technology to Ensure Transparency and Efficiency in Coal Quality Monitoring Process to Bring Coal Governance Closer to People.
The Ministry of Coal and Coal India Limited (CIL) developed UTTAM, aims to provide an Application for all citizens and coal consumers to control the process of Third Party Sampling of coal across CIL subsidiaries.
Purpose of UTTAM App:
- The app has been designed with an aim to remodel the citizens as stakeholders within the coal ecosystem.
- The app seeks to watch the method of Third Party Sampling of coal and coal dispatches across all the CIL subsidiaries.
- It facilitates a bidirectional channel between Coal India limited and a standard national.
- It aims to make sure transparency and potency within the coal quality observation method and brings coal governance closer to individuals.
The features of UTTAM APP
Subsidiary-wise quality parameters – an interactive map-based view provides holistic coverage of coal quality across subsidiaries, together with subsidiary details on quality parameters (Declared Gross calorific value [GCV], Analysed GCV) and coverage parameters (Locations, amount sampled).
Sampling Coverage – The App provides coverage of Third Party Sampling which has data on production, dispatch and quantity sampled of coal.
Complaints referring to quality of Coal – Complaints are the reflection of coal quality and transparency within the coal ecosystem. The App reflects the trend of complaints, that validates CIL’s efforts for quality improvement through Third Party Sampling.
Declared Vs Analysed GCV – With CIL’s aim of getting minimum variation between declared and analysed GCV of coal, a correct representation of the same is incorporated within the App.
With the reduction in imports and gap minimising between analysed and declared grade, the reduction of complaints has been discovered.
Sampled volume – The App presents the most recent amount sampled within the power and non-power sector, transferral transparency within the coal quality assessment system.
Imports of coal – The quantity of coal imported could be a clear reflection of the standard of coal that’s created inside the country. The trend of coal imports over the last years is bestowed within the App.
At the Workshop organized by Ministry of Coal a study commissioned to assess the longer-term demand situations for coal sector and to formulate a ‘Coal Vision 2030’ on particularization future evolution and distinguishing key actions were additionally mentioned.
